I would suggest that it is due to the WATER and not the lightning. Now
dont rule out the bad ground on the fone co's part. Call them and tell
them what is happening. But I have found that when the ground here is
saturated, that we experience similar problems. It seems to affect Cable
TV as well. I know it sounds weird, but it seems to have an effect.

A good way to fix stuff like this is get a location as CLOSE to the CO as
possible (if possible). We are NEXT TO the CO. Some ISP's are IN the CO or
vice versa. (not a practical solution but something to think about.)
