Is you Internet link so congested right now that everyone is not already
getting the best service possible? If your link is lightly loaded, there
is little you can do. Since it is 10mbs link, I really doubt you can do
too much.

However, you can implment custom priority queues for different blocks of
addresses. Then give out the right address out of the right block to the
appropiate user. Again though, since you are on a 10mbs link, I doubt
this would do anything. Plus, Cisco only recommends priority queues on
serial interfaces.

What is the farside 4000's connectivity? If it less then 10mbs (say
T1), you could try to get the controlling organization to build custom
priority queues for you.
