NO... this is a DNS error, see if he can find websites by IP address...

If so, check his DNS entry.

I'll put up right NOW how I do a over the phone setup for someone with
win95 who is

1) changing providers (to us mostly..;)
2) has his software already existant; DUN, TCP/IP, and browser (M$IE or
Netscrape)
