We have a 2509 that does it as well. IOS doesn't appear to get RADIUS
quite right, for whatever reasons (especially 11.1(5)). Luckily I only
have one of those hellspawn boxes; the rest are PM2e's :)

Note the time difference, only one second. The user probably was
disconnected before authentication, but IOS sent an accounting record
anyway. It is a bit odd that you have a Stop before a Start for the same
Acct-Session-Id, though.
When I compile my usage reports from detail files, I just discard records
with invalid data such as this.
