I used to have this problem often.. I found lowering the locked rate to
38400 worked here... I've got a 56K connect and the local phone switch is
only good enough to beat MAYBE 26400 out of the lines (usually more like
21.6k or 19.2k)... So my customers didn't see a performance hit.

As for the customer side, I've found every modem out there seems to be
happier locked slower... USR Sportsters and those MWAVE pieces of shit
especially (also killing "compression" on the mwave really helps
apparently).
