Radius 2.0 Error

We have been getting this error on our second radius server after the
first one crashes. The error is this
Apr 17 20:43:03 sookie radius[18014]: dropping duplicate request for id 63
from portmaster.ucs.net
Could anyone tell me what the problem could be. This radius is 2.0 and
our primary server is 1.16 which runs fine when it runs. Could someone
please tell me what is going on.
