PM3 and Novell Netware ISDN Multiprotocol Router

The customer is calling our PM3-based ISDN pool with Novell Netware
ISDN Multiprotocol Router (sigh), v3.1 and the following happens
during the PPP negotiation:

Received LCP_CONFIGURE_REQUEST on port S0 of 11 bytes containing:
01 b4 00 0f 03 05 c2 23 05 05 06 00 00 01 45
Sending LCP_CONFIGURE_ACK to port S0 of 15 bytes containing:
02 b4 00 0f 03 05 c2 23 05 05 06 00 00 01 45
Sending LCP_CONFIGURE_REQUEST to port S0 of 14 bytes containing:
01 01 00 0e 05 06 ab 4d 22 73 03 04 c0 23
Received LCP_CONFIGURE_ACK on port S0 of 10 bytes containing:

Ie. the caller requests CHAP and Magic-Number that are ack'ed by the
PM3. However the PM3 requests PAP and Magic-Number that are ack'ed by
the caller. Account is the customer's CHAP user id.

The PM3 doesn't do a Radius lookup for the 'Account'. Why?
