ISDN DOV on PRI?

As a small aside...

Can you do DOV on PRI also? The local Telco charges a per-minute rate for
dataline usage, but flat-rate for voice/analog...

First, is it possible?
Second, is it feasible/worthwhile?
Third, if this works can you do MPPP? or was it MLPPP?

I just hope the local telco doesn't catch on to this if it works... ;)
