The assigned IP should not be from the range of addresses handed out by
the PM dynamically. That is, if the PM gives .100-.129 to dynamic IP
users, the static address you're trying to give to the user should not be
in that range.

You then define your user in the RADIUS users table (if you're using
RADIUS) or in the PM's user table (if you're not using RADIUS). A
"show table users" will show any users defined internally to the PM.

In the RADIUS users file, this would be an entry something like this:

<user> Password = "UNIX"
User-Service-Type = Framed-User,
Framed-Protocol = PPP,
Framed-Address = xxx.xxx.xxx.xxx
Framed-Netmask = 255.255.255.0,
Framed-Compression = Van-Jacobsen-TCP-IP

The Framed-Address is the IP you assign the user. Whenever they log in,
they'll be given that address. Sorry, I don't remember how to do it
with user tables in the PM - when we switched over to RADIUS, we never
looked back!

Hope this helps.
