Sounds like you're missing the netmask entry for that subnet. Without it,
RIP will be unaware that you've subnetted, and assume that .16 is a host
address. So:
'add netmask 194.46.17.0 255.255.255.248'

Also, the route entry you added should have a hop count of 2, not 1, since
that's a remote network you are routing to, making that route flag NS.

Once you add those, you should be able to ping hosts on that remote network.
