Don't know why the PM does IP one look and name the second time, but it
doesn't seeem to have any impact at all.

The Netscape one is in Netscape and not the PM. Look in netscape.ini.
By default it is using Ansync DNS. Set this to NO and the DNS troubles
(for netscape at least) go away.
