Static vs Radius routes

An interesting thing happened with a static route for a client who
has an asynch leased line through one of our PM's. His line was down
for an extended period, so they used a dial-up link, routing his
network through Radius as a back-up.
He must have dialed into the same PM as his leased line, because when
he disconnected, the static route pointing to his machine was
deleted. Does the PM not make any distinction between a statically
entered route, and one added by Radius ?
