This is the infamous RIP "hold-down" period. I'd read RFC1058 for
more details. The bottom line is that the Portmaster is following a
flawed (or at least very inconvenient) interpretation of the RIP
documents. This is nothing new; it's just impossible to do RIP right
in today's Internet no matter how you approach it.

Wait for OSPF, ask Livingston to change the RIP policy, or tell the
user to wait for 120 seconds or so before dialing in again. Yeah, I
know exactly how helpful the last suggestion is :-(
