Wrong. A plain short-circuit is better. 1000 ohms is too much resistance
to create a solid off-hook on some loops. This subject comes up
repeatedly in the telecom newsgroups. There is no hazard in shorting the
line. That's the way the telco does it. I've had lines shorted for a
couple of months to make them busy. (Phone company offered a promotional
"no installation fee".) Take the short off and they start working within a
second.
