"Immediate" RIPS that don't happen?

Hi,

I'm seeing this sequence (PM2E/3.1.4, table netmask 255.255.255.255):

- SLIP/PPP user with static address logs in,
PM2E sends immediate RIP to its cisco neighbor

- user gets disconnected in some way
PM2E flags route as unusable, route Interface becomes "Unknown"
PM2E notifies (RIP) cisco, which marks the address "inaccessible"
cisco notifies (EIGRP) rest of network address is unreachable

- user immediately reconnects
PM2E restores route in its table
==> PM2E does NOT send immediate route status update to cisco

- user's DNS query times out due to no route back

- user hangs up to try again (immediately), cycle repeats

Why doesn't the PM send an immediate RIP when an inactive route
existed? More importantly, what can I do about it? (other than wait
for OSPF)
