Easiest way to upgrade ROM?

I am thinking of upgrading my ts from 3.1.2 to 3.1.4 I am sitting
on a linux box but do have a windows machine if necessary. What I like
to do is basically
1) save my current configs
2) download them
3) upgrade software
4) upload configs

What I need help on is what software do I use to install the ts OS
and what software do I use to upload and download the configs.
