You _shouldn't_ loose your configuration when upgrading the OS. It would be
a good idea to back it up just to be safe. PMConsole for Windows will do
everything listed above and I also believe that a Linux version is either
released or in late beta. Although I don't have any direct experience with
the Linux version, I'm sure that it will do everything that you need. The
only other piece of the puzzle is the OS binary which is available from
Livingston's ftp site.
