Setup factory handles program groups and has other pretty neat features too.
You can try their demo copy, but you get all of these stupid windows saying
this is a demo over and over again (you have to click on OK like 5 times).
I haven't seen any freeware packages, but setup factory is just a one time
fee and you can make thousands and thousands of disks.
