(PM) newbie Q - PM3 and radius proxy problem

I have two PM3s running ComOS 3.9b9, with 2 servers (BSDI 4.0) running
radius, one as a primary and one a secondary. There is no proxy file in
/etc/raddb on either machine, and have Livingston Radius running in debug
mode with output to a log file.

After a server reboot, the log file shows that /etc/raddb/proxy was not
found, not using proxy, followed immediately by errors stating packet
from unknown proxy server from each PM3 on port 1650. The log file grows
about 3.5meg per week.

If I telnet into the PM, and do a 'show netconns' it shows a broadcast to
our net on port 1650, state UDP on Hnd 6.

I can't find any way to shut this off or configure it out with PMVision. I
inherited this network and apparently this has been going on for a while.

Is there any way to turn this off on the Portmasters? Any help would be
greatly appreciated.
