Perhaps there's another way that I can't think of, but to do what you want
to do, I think you would have to rewrite your RADIUS server to have it
assign unused IP addresses from different blocks by whatever methods you
code into the program.

Or, you could just assign a PM3 filter to the user via RADIUS.

Or, you could just use ChoiceNet.
