Make sure that after you change a filter you actually make it effective by
reassigning it to the port (I'm assuming your using filtering on the
Ethernet port).

set ether0 ifilter ether.in (or whatever you called your filter)
set ether0 ofilter ether.out

Just changing the filter rules will not make it take effect.
