Is this a modem or ISDN TA you are calling? Remember the PM will default to
ISDN dial out unless you do a "set location XXXX analog"

Have you run an ISDN debug to see what is going on when it tries to call?

Have you verified you have dial out enabled on the PRI? (Yes, many telcos sell
ISP inbound only PRIs)

Can you attach to a port and dial yourself?
