I'd say the local loop plays a big part... but the first thing to do is
move the customer to 2.1.2.134 or higher of the drivers, if you do that
you have a fighting chance. We see good connects with some HCF's with=20
that driver - from certain locations. From other locations, they work
hardly at all.
