Jake, the PM-2ER was designed to route 60-90 ports of traffic total,
including its own. This was pre-PM-3 so it was the PM-2ER and 2 2Es in a
POP. A -2ER and -3 should be fine. And what is being described doesn't
sound like a routing or congestion issue.
