We have 4 PM3 (all has 2 10port Modem cards and 2 8port
modem cards). ComOS is 3.8.2. Line is PRI(NTT).
3 of 4 PM3 made busy tone. But, All ports isn't in use. I
saw 'Unknow IDLE' when I checked PM3 using command 'show
all'.

I think that PM3 has 'Unknow IDLE' makes busy tone even
though all ports isn't in use.
Should be like this?
