The access server (pm 2) is saying that it tried to retransmit the packet
of data the maximum # of times before it gave up. A retransmit is done
when the network layer on the other end responds with an error based on
the crc-32 check. Once it gives up, it assumes the line is so bad that
it should hang it up.

really? Hrm,... is there a dialing location set up and perhaps it is
trying to use S0 to dial out on and not getting a modem ?
