(PM) Can't Telnet to PM2

We are suddenly not able to telnet to our PM2. We are aware that there is a
limit to the number of telnet sessions, but as far as we can tell there are
no telnet sessions connected. Is there anyway we can tell if there is a
telnet session connected? We thought the maximum number of telnet sessions
was 1, is there a way of increasing this. This happened before and we fixed
it by rebooting, but we would rather find the problem and fix it. Any help
would be appreciated.
