(PM) PM3 glitches

The PM3 gives mileading information about the state of a PRI line.
Several indicators of line status aren't readable via SNMP. Here is
what I found:

1) The PM3 MIB will show line up even when the D channel is down.
There is no way to test the D channel status via SNMP. In fact, "show
isdn" lies too. It shows D0 up when it isn't

2) The PM3 will report the T1 up even if an alarm is in progress. The
output of "show line0" says a yellow alarm is in progress but the line
is up. This one is an impossible condition. Any current alarm idicates
the line is down.

3) There is no way to test Alarm status via SNMP. You can read the
counters but you can't tell if the alarm is in progress or not
