I don't know if I am gonna make much sense but I think this should
work:

Why don't you use DNS and Radius to do this...you divide you ip class
etc according to your customers and domains you allocate to them in you
DNS server..this way you know which IPs are allocated to which customer
etc.....then in radius u assign the fixed IP or domain to a user name
they login with...so no matter which portmaster they get logged into
they get assigned a fixed IP..( I am assuming it is the customers
router or gateway that connects to you).
