(PM) Fast Busy probably not a PM problem

Instead of fast busy, our customers would get a recording that said all
circuits are busy. I would get the recording when calling any exchange
assigned to our CLEC. Less than 25% of our ports would be in use at the
time. I can't even call the local office for the CLEC when this happens. In
many places you would just get a fast busy instead of a recording. This will
usually occur during Web primetime, 6 to 10 PM.

The problem is that the CLECs have cut prices and signed up a lot of ISPs
but relatively little other business. They are provisioning with trunks to
the ILEC as if they had the same mix of traffic as the ILECs do. Call your
CLEC and scream. If they want the ISP business they must provision
accordingly. I got ours to recognize and fix the problem. They added many
more trunks. The problem did occur again when the ILEC miss directed all
calls to our exchange to another area code, which filled up the long
distance trunks and resulted in the same recording. At least that was the
excuse that time.

I don't see how a problem with a Portmaster could cause fast busy, it would
just result in a normal busy. Call your phone company.
