It appears that alot of disconnects can be eliminated by having end users
limit the maximum connect speed via init strings in their modem setup. It
is also a fact that getting the users to make those changes is a royal
PITA.
It seems to me that since the PM3's are using DSP's it should be possible
to set a maximum connect speed for a particular user via a radius setting.
I realize that the user would connect without benefit of the "max_speed"
limit but at the first ret/ren the PM3 would "adjust" forcing the session
to the max_speed setting. I do not see this as a global setting but more
as a tool to help those users that complain or that the ISP notices are
disconnecting frequently.
