I never figured out what caused it. Partial solutions were to have the
customer set the MTU to 576. 3.8b13 did not seem to have the problem. We
are currently on 3.8b17 and it also does not seem to have this problem. I
suspect it is probably some weird bug in the Win TCP/IP stack. Never saw
it with MACs or Trumpet on 3.1 or NT.
