This means there is an extra level of D/A then A/D conversion going on in
the Telco CO making 56K type connections next to impossible.
BTW Seimens switches can do PRI with the proper software upgrade (telco
side) but all reboots of the PM3 MUST BE cold boots!!! (Warm boots cause a
problem with the Seimens switch that requires the telco side to do a
re-config so watch out, get to know your provisioning people)
