(PM) Receive Level

Can anyone tell me what the Receive Level on a PM3 does to performance,
etc.. on a PRI circuit?

We have 3 PRI going into PM3's and the Receive Level's are +2dB to -7.5dB,
but we were having problems with 1 PRI and after the telco fixed this last
time, the Receive Level is -15dB to -22.5dB. Does this hurt the PM3, does
it effect log on rates, etc..
