(PM) BRI needs a hunt?

I am having an odd problem getting an OR-U and a PM2e to demand dial each
other. The first B channel comes up fine either way. The second B channel
comes up fine as long as it is going the SAME WAY. For example the OR-U
dials the PM2 with the first channel. If High-Water is hit outbound the
OR-U will dial the second channel no problem. This also works perfectly
the other way, with both channels back from the PM2.

What doesn't work is if the OR-U dialed the first channel to the PM2 then
the High-Water gets hit comming back from the PM2 and the PM2 dials the
OR-U to bring up another channel. From looking a the debug output it seems
that the PM2 is dialing the number for the first channel and getting a busy
and doesn't know enought to dial the second number. For the location I have
the both numbers listed separated by an &. I suppose I could get Bell to make
it a hunt but I don't think that is right answer.

OR-U is 3.7.2L
PM2 is 3.7
