(PM) PM3 Modem retrains and disconnects

I have recently run accross a big problem with several PM3's reporting
an unusual amount of retrains on ALL of the customers who dial in. This
continues until the modem reports " Port Error - Exceeded LAPM
retransmission limit" or "Lost Carrier". I have dialed into the same
PM3's, Long Distance to eliminate the local loop, and it does the same
thing. To make things more confusing, Line0 and Line1 report NO ERRORS
what so ever with the SPAN. Everything about the channelized T1 looks
great! Its setup as such; Inband T1 with D4 framing, AMI encoding, and E&M
wink. REMARK: Telco is setup as such; GTD5 switch, Adtran FT1 DP (D4
channel bank), HDSL local loop, Adtran FNID delivers standard ANSI T1.403
interface to PM3. I have already replaced the PM3's ,new out of the box,
with other PM3's, new out of the box! Anyone have suggestions other than
buying a T-BERD 2209 to prove the TELCO wrong?
