(PM) Packard Hell Win95 TCP/IP

A customer of mine has a Packard Hell machine running Windows 95 A.

This customer can connect, but can't do anything once connected.
pings fail with Error Code 10091, which, in my experience, usually means
TCP/IP needs to be installed.

I have attempted to reinstall TCP/IP multiple times, without success.
Each time, Windows doesn't copy any new files, it just adds items to the
registry.

Is there a way that I can FORCE the new files to be copied?
