(PM) resetting channels on PRI

Is there any way to reset a B channel on a PRI or to busy the B channel out?

We kept having a problem last night where no one could log into S10 even
though they were hitting different modems, we tried resetting S10 and
checked that it's settings were identical to that of all the other ports.
Later we noticed someone finally connected to S10, but no one could get
connected to S12? With debug term on, we found that B11 was now on S12
instead of S10?
