No. PPP does not have to be symmetrical. Note that MTU is really M*R*U with
PPP. When you set it on the PM side it is saying what size the PM can
receive. The client can request what they want for their receive side.

MTU is a carry-over from SLIP, when it WAS 'transmit' and not 'receive'.

Also, note that MTU is done BEFORE PAP/CHAP, so you can't even set it on
the PM side to start with. It will default to allowing 1500 receive, and
the client picks the receive size they want.
