(PM) Routing metrics

I'm just wondering about routing metric in ComOS. Let's say we have this
routing table:

(rest is not important)

Now we can see here that the metric for this entry is 3. Now let's say
that we have a dialout location called "backup", that looks like this:

Now we try to set a static default gateway, that was supposed to be used
in case the dynamically learned route is gone. So we do a
"set gateway 10.10.10.1 4". Because we set the metric to 4, this route was
supposed to be invoked when the original 0.0.0.0 entry with metric 3 was
gone.

But instead, in my case, the dialout location dials as soon as I enter
the "set gateway" command. Why is that? Am I doing something wrong or is
this a bug (ComOS 3.8b13)?

I have a couple of PM2's with ComOS 3.7.2 where it works as expected, but
the default route is learned through frame relay instead of ethernet.

I'm leaning towards a bug in 3.8b13. Or is it something stupid I'm doing?
Any insight will be appreciated.
