(PM) IRX-114 and T1 setup problem

I am having trouble with an IRX 114. I recently upgraded it from a 111.

I have set up a connection for a fractional T1 256k burstable frame relay
connection. It shows that it is connected, but I can't ping anything on the
other side. The following is the information that I used to configure the
router. My range of IPs is 207.206.180.0 subnet 255.255.255.0 (ether0 is
207.206.180.1). The wan port ip is 207.206.180.22. The dlci is
16:207.206.180.17. I have posted more history in a previous message.
