I've seen this bug too now. A couple observations of my own:

* Port enters this state at the end of a (DOV?) ISDN call.
* Port can make outgoing ISDN calls but gets many CRC errors.

Now is when I'd really like a lastcall command for a port rather than
just a modem. At the moment we have a lot of spare ports, and if I
could busy ports as they became affected, I'd have stayed with b17 at
least for awhile.
