No.

If all the modems are in use, the last 6 lines can only be ISDN DATA. The
PM will stop accepting modem or ISDN DOSBS (because it can't tell the
difference until it accepts the call - and what if it then needs a modem)
when all the modems are in use.

No - just the restriction that you can only accept as many modem/DOSBS
calls as you have free DSPs. Once they are all in use it is ISDN DATA
calls only.
