(PM) problem with transfer rates

Here is the situation:

The dial-up user on the left can fill the available bandwidth (either 64,
or 128 Kbps) only when sending files to a host on the ethernet on the
right - behind the 207.54.20.18 router. When receiving files from the
same host, the transfer rates vary over time and rarely reach 50% of the
available bandwidth.
I have suspected that there is something wrong with the telco switch,
because when I do "sho s1" on the PM OR-U, I see lots of Abort, CRC and
frame errors (see below), but they told me that they do not see any
problem there. Does any of you have a clue as for what is going on here?
