PS: Portmaster 2e. Running Radius ver 2.0 on Linux 3.2

Observation # 1

I have a funny situation, lately, trumpet users are facing a situation
where when they login, they get no IP address assigned but as soon as one
tries to check mail, or send, the following output appears and when I
crosscheck on the portmaster, the IP assigned is actually the one that
appears in this session that follows

1 IP 193.219.212.6 ->193.219.212.167 prot 6 tos 00 id C821 ttl 63 len 70
0 IP 193.219.212.167->193.219.212.6 prot 6 tos 00 id 00F0 ttl 60 len 40
0 IP 193.219.212.167->193.219.212.6 prot 6 tos 00 id 00F1 ttl 60 len 54
1 IP 193.219.212.6 ->193.219.212.167 prot 6 tos 00 id C822 ttl 63 len 40
1 IP 193.219.212.6 ->193.219.212.167 prot 6 tos 00 id C824 ttl 63 len 102
0 IP 193.219.212.167->193.219.212.6 prot 6 tos 00 id 00F2 ttl 60 len 40

Observation # 2

This also occurs according to my tests at the clients' places. Any
explanation as to what it means ?

Observation # 3

Some clients connect , get an IP address and then fail to proceed with
communication thereafter. What could be causing all that ? I rule out
weather and telephone line status coz I have tested under varying lines
and it is not any where near a rainy season over here.
