Somewhere along the way, the "directory number" parameter was changed
from optional to required. When we first installed the BRI service,
we omitted the directory number since (a) it was specified as an
optional parameter, (b) we weren't sure if the incoming number would
vary given that the BRIs were in hunt group, and (c) it worked fine
without setting it.

After an upgrade, we had to set the dirno's, otherwise we got a mix of
"NO SERVICE" and "call rejected" on the ports. John G. Thompson at
Livingston provided this excellent diagnosis for us, although I
didn't think to ask him why it was changed from optional to mandatory
(and it wasn't worth pestering them later to find out :-) ).

Perhaps this is what is affecting you as well.
