(PM) radius problems

We have a radius server that likes to die.....while working on the problem
we noticed something real weird...the PM2-ER is set for an alternate server
as well as a primary. When the primary dies, the secondary is not
authenticating...setting the secondary to primary "corrects" the problem!

When the primary dies, there is no response to ping, telnet, traceroute etc.
Any ideas?
