(PM) Data Oscillation

One of the POPs on our network is still not PRI capable, so we have a
channelized T-1 providing the telco connectivity to our PM3 at this site.

Starting just 3 days ago, we've had a rash of users from this POP calling
into our call center to report strange data oscillation. Connect rates
are still the same as they were before (normally 26400 - 28800), however,
users describe minutes of inactivity when trying to transfer data (from
browsing the web to reading news to sending/receiving e-mail). The
connection is basically unusable at this point.

At first, we thought that it was a client side problem, however, we have
been able to duplicate this from our staging facilities using a USR
Courier 28.8.

Has anyone ever seen this? We've checked out everything that we could, no
errors on the PM3, debugs look normal, etc. Ping times to and from the
user timeout 90% of the time.
