The above signaling is not all that unusual. It should be fine actually. Although
the closer to 0db the better is correct. That receive level is acceptable and
depending on distance from switch, etc etc it varies.

Have they came onsite, plugged T-bird into smart jack for Circuit and looped
back at the CO and ran all the tests??? If they have and the Tbird doesn't
show any errors on the circuit going back then the next thing is have them plug
into the port of the PM3 with the T-bird, setup the proper framing, encoding and
see if the tests answer. They can even use the Tbird from the CO to do this if I
recall correctly.
