No, the empty box would attempt to answer all calls. If you instead put a
single 8 or 10 modem card in the first PM3, it would roll the analog
calls once the 8 or 10 port card is full (assuming you have your
PRI's/CT1's provisioned correctly). Also remember that incoming DOSBS
calls look like analog calls to the PM3.
